Our reply only approved the rate of pension but did not directly give the permission to retire asked for in par. 1. Our subsequent telegrams have clearly indicated that on 30th April specially approved his retirement.
As the pension is already approved, send draft reply to this & draft despatch to Mauritius for consent. Send latter to Governor as soon as we know date of Marsh's ceasing Hongkong (as per 61gs Feb in 5028)
